India, Switzerland sign two MoUs for technical cooperation in Railways

  • India and Switzerland on 31 August 2017 signed two Memorandums of Understanding (MoUs) in the field of Railways.
  • The two MoUs were signed between Ministry of Railways and Swiss Confederation after high-level talks between Indian Prime Minister Narendra Modi and Doris Leuthard, President of Swiss Confederation during her visit to New Delhi.
  • The MoU was signed between Ministry of Railways and Federal Department of the Environment, Transport and Communications of the Swiss Confederation for technical cooperation in Rail Sector.
  • It was signed by Ashwani Lohani, Chairman Railway Board and Andreas Baum, Swiss Ambassador to India in the presence of Indian Prime Minister and Swiss President.
  • The pact is a follow up on bilateral cooperation in Rail sector that was agreed upon during a meeting between Indian Railway Minister Suresh Prabhakar Prabhu and Swiss Ambassador in July 2016.
  • The second MoU was signed between Konkan Railway Corporation Limited (KRCL) and Swiss Federal Institute of Technology (ETH) Zurich.
  • It was signed by Sanjay Gupta, Chairman and Managing Director (CMD) of Konkan Railway Corporation Ltd. (KRCL) and Prof. Sarah Springman, Rector of ETH Zurich.
  • The MoU aims to help the Konkan Railway in establishing the George Fernandes Institute of Tunnel Technology (GFITT) at Goa, especially for assimilation and dissemination of knowledge in the field of tunnelling.

PM Modi inaugurates annual conference ‘Rajaswa Gyan Sangam’ in Delhi

  • Prime Minister Narendra Modi inaugurated the annual conference, Rajaswa Gyan Sangam, 2017 at Vigyan Bhawan, New Delhi on 1 September 2017.
  • The conference, jointly organised by the Central Board of Direct Taxes and the Central Board of Excise and Customs, will be held from 1 to 2 September 2017. Modi inaugurated the function in the presence Union Finance Minister and Ministers of State (Finance).
  • The Prime Minister addressed the tax administrators during the conference. The closing function would be conducted on 2 September 2017.
  • The conference would host several Joint Sessions of the officers of the two Boards.
  • One of the plenary sessions will be addressed by Sadhguru Jaggi Vasudev on the first day. He would be speaking on ‘Inner Engineering – Technologies for Well Being’.
  • Central Vigilance Commissioner K V Chowdary would be addressing the joint session on the second day.
  • Besides this, separate technical sessions of each Board will also be held.
  • Discussions will also be held on issues arising in the implementation of policies and strategies to achieve targets in core functional areas.
  • Crucial issues including Tax Evasion, GST, Customs Reforms, Litigation Management, HR issues and Modernisation would also be discussed.


Sunil Arora appointed Election Commissioner

  • Former bureaucrat Sunil Arora on 31 August 2017 was appointed the Election Commissioner of India.
  • Arora’s appointment will be effective from the day he assumes charge.
  • After Nasim Zaidi retired as Chief Election Commissioner in July 2017, there was a vacancy in the Election Commission of India. While Achal Kumar Joti is the Chief Election Commissioner (CEC) and the Om Prakash Rawat is the other Election Commissioner.
  • Before being appointed as the Election Commissioner, Arora had been the Information and Broadcasting Secretary, and Secretary in the Ministry of Skill Development and Entrepreneurship.
  • A 1980-batch IAS officer of the Rajasthan cadre, Arora has worked in ministries such as Finance, Textiles and Planning Commission. He also served as Joint Secretary in the Ministry of Civil Aviation during 1999-2002 and CMD, Indian Airlines for five years.

Rajiv Mehrishi appointed as Comptroller and Auditor General

  • Rajiv Mehrishi was on 31 August 2017 appointed as the Comptroller and Auditor General (CAG) of India. Mehrishi retired as Union Home Secretary on 30 August 2017.
  • Mehrishi will succeed incumbent Shashi Kant Sharma who will complete his tenure on 23 September 2017. Sharma assumed the office of CAG in May 2013.
  • Mehrishi is the first Home Secretary who completed his two-year tenure after the NDA government came to power.


IGCAR nuclear scientist U Kamachi Mudali appointed as Chief of Heavy Water Board

  • Nuclear scientist U Kamachi Mudali in August 2017 was appointed the Chief Executive of the Heavy Water Board, one of the industrial units under the Department of Atomic Energy.
  • The appointment was announced on 31 August 2017 by the Indira Gandhi Centre for Atomic Research (IGCAR).
  • Mudali assumed the charge of the Board on 1 September 2017.
  • Prior to being appointed as the Chief of the Heavy Water Board, he served as the Group Director of the IGCAR at Kalpakkam.
  • An M.Tech from the Indian Institute of Technology-Bombay, Mudali specialised in advanced materials, corrosion, coating technology, and reprocessing research and development at the IGCAR. He has studied for Applied Science degrees at Coimbatore Institute of Technology and PSG College of Technology.

Rajiv Kumar appointed as new DFS Secretary

  • Senior bureaucrat Rajiv Kumar was appointed as the Secretary in the Department of Financial Services (DFS), as part of a major reshuffle that was brought into effect on 31 August 2017.
  • In his new position, Kumar would be succeeding Anjuly Chib Duggal, who retired from the post on the same day. The development was announced by an order issued by the Department of Personnel and Training (DoPT).
  • The authority of the Department of Financial Services covers the functioning of banks, financial institutions, insurance companies and the national pension system.

Anita Karwal replaces RK Chaturvedi as CBSE chairperson

  • IAS officer Anita Karwal was appointed as the new Chairperson of Central Board of Secondary Education, CBSE on 31 August 2017.
  • The 1988-batch officer from Gujarat cadre is currently serving as additional secretary in HRD Ministry. She was the Gujarat Chief Electoral officer during the Lok Sabha election in 2014.
  • She would be replacing Rajesh Kumar Chaturvedi, who has been appointed as Director General of the National Skill Development Agency.


CSIR ranked 9th public research institution of the world

  • The Council of Scientific and Industrial Research (CSIR), India's largest autonomous public research and development organisation, in August 2017 was ranked 9th best government organisation in the world.
  • As per the Scimago Institutions ranking World Report 2017, the CSIR has been ranked ninth amongst a total of 1207 government institutions.
  • With this ranking, CSIR joins the ranks of the globally renowned organisations namely Chinese Academy of Sciences, France’s Centre National de la Recherche Scientifique, Germany’s Helmholtz Gemeinschaft and Max Planck Gesellschaft, Russian Academy of Sciences, Japan Science and Technology Agency, and many more.
  • The ranking (Government Institutions) was topped by the Chinese Academy of Sciences, followed by Centre National de la Recherche Scientifique and Helmholtz Gemeinschaft, respectively.
  • In overall global ranking, CSIR stands at 75th position amongst 5250 institutions world-wide. It is the only Indian organisation which has found place amongst the Top 100 Global Institutions.
  • The overall global ranking was topped by Chinese Academy of Sciences, followed by Centre National de la Recherche Scientifique and Harvard University, respectively.
  • The ranking is based on a composite indicator that combines research performance, innovation outputs and societal impact measured by their web visibility, so as to reflect scientific, economic and social characteristics of institutions.

Konkani writer Mahabaleshwar Sail receives 2016 Saraswati Samman

  • Prominent Konkani writer Mahabaleshwar Sail was on 31 August 2017 presented with the Saraswati Samman 2016 for his novel 'Hawthan'.
  • The novel 'Hawthan', published in 2009, captures cultural lives of traditional potter community in Goa.
  • Mahabaleshwar was selected for the award by a jury presided by the 29th Chief Justice of India (CJI) AS Anand.
